You can see at the start "Broadcast ended 20 minutes ago", Periscope saves the replay for 24 hours or so unless manually deleted.

The person just did a screen region capture with a program like OBS/Fraps etc. Alternatively you could use a plugin like downloadhelper that lets you rip files from a page.
