He's apologetic now because he has something to do apologize for. He said the Riff Raff line to Jesse's face because, at the time, Jesse was being a shithead.
Jesse was sitting there with his arms crossed, calling Jim's patriotism into question, and trying to all around intimidate him - Then he touched Jim, which is overall pretty threatening behavior coming from someone that is that angry. I'm glad Jim stood his ground, I can't stand that type of over the top aggression from people going unchecked.
