Yes, there are reasons and explanations why poor blacks commit the most crime in the country disproportionately but that by no means justify their actions whatsoever. No one really disputes that the overwhelming majority of black murder victims are killed by black murderers, it's more what the takeaway from that fact is. That better investment has been going on for nearly 50 years now with nothing to show for it. The only thing that has worked is longer prison sentences and abortion clinics. And no amount or $ or "decent jobs" can change a culture.
Sure it can, if it's spent in the right places. Like the rest of the economy, investment has waxed and waned overtime (especially in the 80s, right when crack came around). I'll grant you abortion clinics, but longer prison sentences haven't done much to deter anything in the last 30 years.
My name isn't just a show reference, longer prison sentences have done wonders for keeping members of one half of my family from inflicting misery and death on the larger community. And once again $ will do nothing if the culture in question believes not fathering kids of of wedlock, not having a record and being employed is selling out, acting white or not being a real nigga.
For violence, sure. But it undermines the whole "importance of a black male role model" thing when people go to prison for 5+ years for drug possession (but that affects a lot more than just black people). Like you said, a lot of them have kids before they go away, so the long-term problem for the larger community doesn't just evaporate. "The culture" can change from what it's become, you just have to get to people while they're still young.
If you look at the actual FBI statistics for mass shootings in the united states the number one perpetrators are black American males. Mass shootings are 4 or more shot.
