I recognize those toys. This is from the later part of the 90's when Psycho Circus came out and Kiss was somewhat relevant due in part to Todd McFarlane of Spawn infamy. I was a weirdo kid in 97-98 that had the comics, albums and a shit copy of Kiss Meets The Phantom Of The Park. Then in 99 I accidentally touched a girls butt while in line at school, started listening to Godflesh and realized Kiss wasn't that good.

Except that's not Norton, he is clearly posing next to McFarlane KISS action figures. Of which series 1 debuted in 1997 but these look more to be from series 3 or 4 which places them someone time around 1999 or 2000. So unless little Jimmy was given toys from a time traveler, I'd say it's unlikely this is him geek snort/adjust glasses
