I can't believe I'm saying this, but I agree with Opie on this Mayor situation. She meant what she said.

Late to this party, but she meant it and was correct, she just stated it inartfully. Her message would have been helped by an additional clause like "to respect the protesters rights we gave them some leeway, and in so doing, we left a lot of space for destruction".
