This is the crowd that spineless Joe DeRosa was trying to fit in with when he first got to LA.
The two epicenters for normal, non-shitty comedians are The Comedy Store and Rogan's scene at The Ice House.
Of course, even those LA comedians are nowhere nearly as good as NY comics because they only get like 1/4th the weekly stage time to develop their sets.

LA comedy is completely different.
Basically you have a bunch of people who are doing comedy because they're trying to get on television. Due to that, they're hyper conscious of pissing off the wrong people.
That's why Charlie Sheen's meltdown was so remarkable - he basically risked his entire future because he refused to be politically correct.

Exactly, Ill never forget a perfect example of a West Coast Comic bombing on the East Coast. I was at the taping of "Down and Dirty with Jim Norton" in Jersey, and Jim brought out some Comedian from Cali, not sure if it was SF or LA, and he had some jokes that just fell flat on the crowd and he only got was Anthony Cumia fake laughs. I remember one of his jokes was about Mexicans and the typical "gardening and mowing lawn joke", and it didnt get many laughs at all. We had an intermission after that and even the suburban white people were saying how those jokes dont work around here since "working like a mexican", is basically a compliment in the East Coast.

In NY, I've been to the cellar and UCB and its not really noticeably different as far as audience is concerned. It's a mix. But in LA, it is completely different. The crowd at the comedy store or Hollywood improv vs an alt room there, completely different crowd in every way. I was surprised to see it in person when I was there

LA gets a much worse rap than it deserves. Im from New York, I do stand up here all week, I go to shows constantly. There is definitely an element of what you guys are saying here, but it's much less severe than anyone would make it think. I don't go to Nerdmelt much, so maybe it is worse there but I've seen Burr and Madrigal and Segura do live podcasts there, and they was no SJW-ing going on, and the crowd was loving it.
Thing about LA is, at least half the comics here are from east coast, mid west, rust belt cities, have the same miserable sense of humor and awful childhoods. I much prefer NY/east coast people, attitudes and humor and really would rather be doing comedy there. (My sense of humor doesn't gel 100% w/west coast people) It's just that whole goddamn "winter time" thing. 26 of those in Buffalo was quite enough. But honestly the comedy scene here is fucking amazing, if I didn't have to work I could see a show almost every night of the week, there's so many amazing and brutal comics. I mean just Ian Edwards & Rick Ingrahm alone at the Comedy Store each week are enough to bring LA's sunshine down 20% with their fucking rotten-ness.

And to give DeRosa at least a smidgeon of credit, when he first moved here I think two years ago around Christmas, I saw him every chance I could and he was brutal, he just shit all over LA and hipsters and how much he hated it here and it was really goddamn funny, I loved it. He'd see me every time and go "Do you think I was too mean?" afterward, it always made me laugh. He did Comedy Living Room once (they do shows in a guy's house, it's great) and just fucking roasted everyone, and actually went a bit over the top and kind of bombed. After that one he was like "Ok, I think I better scale back maybe a little..." Joe is an angry boy.
I haven't seen him do stand up in a quite a while, so maybe he's a softie now or doing a Hollywood thing. But the handful of times I saw him he was mean and pretty funny.

I wouldn't say it's just a west coast thing though. The problem is that comedians have set up a safespace/hugbox where they won't criticize another comic, no matter how bad they are, because that awful comic might get a show and they could get a role if they are friends with the person. Another reason they wont criticize is that it opens them up to criticism, self-preservation is a powerful thing.
Look at Andy Kindler who is objectively talentless and unfunny, he'll always be protected by cowards like Norton and DiPaolo because they need work.

The biggest problem here and much more emblematic of what OP is saying are the women comics, I find. In particular, the ones that were born and raised in LA. THOSE are the crybabies. I don't know if the gashes on the E coast are funnier than the ones we have, but for the most part they are fucking god awful, and "offended" by everything. They're the only groaners and tsk-ers at any shows.
A few weeks ago I had a bit about how girls from this generation are so into getting choked and slapped during sex. This one open mic has a lot of girl comics for some reason. Girl #1 after me completely misheard what I said, and made all kinds of snide jokes towards me saying I liked to "choke and hit women," period, totally out of context. The other girls at the mic smell blood in the water, and every SINGLE 'comic' that got up had to make some reference to my set, which by the 3rd broad pretty much boiled down to "Im a rapist." And of course, like every unimaginaitve, unfunny cunt, every single set up began with "So, you guys...."

As an Angeleno, I agree with you. I think the problem with comics here is that a lot of them aren't really funny outside of their rehearsed material. Comedy is usually just one aspect of them, as they're usually writers and actors on the side of it.
Whatever the case, and perhaps a lot of it is just the culture of L.A. which is not very confrontational, they are not as quick witted or naturally funny as many east coast comedians are. Rich Vos talks about some of these differences on Rogan's show.

Maybe the CROWD doesn't go along with certain topics, since they're mostly 18-25 year-olds, but you're making it seem that act after act is just making a speech about bring down rape culture or something. His 2nd was dog shit, where he closed with a bit where he badly faked "tearing up a bit" to push an obvious punchline about Gallagher that everyone saw coming. All his YouTube videos are terrible. I don't know if it's LA or what but there's a decline. I think it's ego more than LA though. I saw him in an interview saying the reason he releases so many CDs is that he gets bored of the material.
