HE knows funny (because he surrounds himseld by people who do)
HE is an entertainer (see above)
HE is famous (etc)
HE is a friend of Tyson. (Tyson gives zero fucks about him. Tyson loves Norton)
And one last recent one people need to call him out for:
HE got over on Olberman because Olberman had no response to HIS points.
If I recall the show that this was discussed (day prior to him tweeting Olberman) it was all Jimmy's points that were made. He later tweeted them to Olberman as his own and now "bested" him. The Opie point I remember was something about how witches were victimized (no shit).

How could I? But that's a whole other issue. I'm just pointing out how he attatches himself to other's abilities, attributes, or accomplishments. In your example, that's just him at his core.
