This has been addressed here once before. Anyone can run a business out of their home, provided they have proper D/B/A licensing/permits from the state. Think of how many doctors, lawyers etc have converted residential homes to businesses.
Another factor in Anthony's favor is that he doesn't need nor require walk-up business. He is not a store front and will never be.
His "nuisance" is akin to someone selling shirts online out of their basement. As long as it is disruptive to the community, his license will be granted. It doesn't change the appearance or environment of the neighborhood.
I'm willing to bet, like most of Long Island, he doesn't have a HOA or Neighborhood Association. The only thing he'll have to deal with is his old neighbors complaining to the cops for noise.
If Ant was subject to an HOA or the like we would have heard about it by now. With all of his parties and shenanigans - I'm sure they would have approached him by now, and I would think he would've have brought it up.
