It's a reference to the Louis C.K vs. Donald Rumsfeld telephone confrontation. Donald Rumsfeld was the Secretary of Defense under George W. Bush (the 43rd president of the United States of America). Louis C.K is a redheaded comic, friend of the show, and secret Mexican. One fateful morning, Mr. Rumsfeld called the show to plug his book and justify a career of international crimes. Mr. C.K insinuated that Mr. Rumsfeld is a lizard (a cold-blooded, scaled reptile). Mr. Rumsfeld refused to deny the allegation, because even addressing such a wacky question is beneath his stature.
