I don't think he 'created' the character. They probably told him to act this way for a Jocktober style bit, but he was too dumb to maintain the persona which became so much funnier.

That line along with calling Erock 'Optimus Prime Rib' are so damn funny, I can't accept that either of them were possibly just lines fed to him by Sam.
