Definitey Opie, I don't think Fez is that disliked at all.
Ron is actually a great puppet master, fez being 'hated' is a bit and ron is making it happen like a professional.
Kind of like with wrestling, he turns fez around, from a hero to a villiain, and the listeners are addicted to find out the next turn of events. I'm pissed off how much more popular the o&a subreddit is over Ron and Fez.

Opie by far, because he's actually unlike-able.
Fez has mental issues, which they've talked about on air a lot, and everyone is aware that Fez is practically crazy (his least favourite word).
We all know what Opie is.

Fez. Because he / his character doesn't bother trying. Opie tries but is annoying/not adding value nowadays but at least he's trying hard
