I think he contributes alot to the show and one of the reasons he seems like he is on a ton is because OandA are watching the clock and calendar so they can resign and continue to bitch about more problems that they won't actively try to fix. Yes. Sam doesn't make jokes or do anything funny really. He moves the show along and plays the straight man a lot, but doesn't actually spark any humor.
