As I understand it, comments below the threshold will still be hidden, and all comments will still be listed in the appropriate order as far as sorting by "top" goes. All it does is mask the numbers, the behavior doesn't change.

I vote we remove any upvoting and downvoting. Just have all comments be in date order.
