They've done it before. Remember the bit Billy the Bassman? A week after that premiered on the O&A show, SNL had some bit about comedians that always repeat the same thing. There was a character like Billy. They discussed it on the show, as Opie says: Ad NAWZHUM

Funny, I thought the same thing. It's a pretty general type of awkward character though, likely a coincidence.

I think to really consider this a rip off, all the terrible jokes would have to end with "...or sumptin"

I think it would also have to be funny.

Back when Norm Macdonald was on SNL there was a bit on Weekend Update where Norm's "brother", Gary Macdonald, would get to do a segment because their mom was forcing Norm to give him a chance. Gary Macdonald was a "Chip" type character, too, with awful jokes and awkward delivery, and it was funny because it wasn't funny.

It's a simple concept that Norton does, it's just that he does it fucking hilariously.

I just don't understand how most of my friends swear that shows like SNL, How I Met Your Mother, and Big Bang Theory are funny

They don't know any better.

I 100% agree with them on this. The "that don't make no sense" kenan skit on the other hand, i can't see how that one is chip.

They ripped me off.

I haven't heard today's show yet, but I think it was definitely influenced by Chip. I can't think of anyone else who does that type of character.
