It ended up that way when years went by and Fez contributed nothing but his problems. Back in the WNEW years though he was equal with Ron and sometimes spoke even more than Ron did. I’d say by 2007 openly making fun of Fez became the norm.
You can torrent all the old FM shows, its a lot of sports talk which doesn't really hold up 11 years later but if you just want something to listen to its worth a shout.

Cake Horn is a big one. 'Fez Wants Shelby Fired' is another. Several more if you really look. Ron treat Fez as just a prop. A laughing stock he can throw rocks at whenever he wants.
Pretty much any time Fez spoke up (those rare moments) Ron would treat whatever he said like it was the dumbest thing he'd ever heard, & shoot it down as nonsense right away.
Picking on the weak makes Ron an even bigger Pussy, if you ask me.

Ron treated Fez like absolute Shit those last few years.
He knew Fez wouldn't fight back, so he deliberately antagonized him, on purpose, because he knew he could.
Listen to the famous, "Cake Horn" audio again, Ron is egging and perpetuating the whole thing on, while Fez wants to move past it.
I know Ron's Dick is pretty deep down a lot of people's throats here, but he was a total bully to Fez those last few shows.

Yeah, it's a classic in the show's history, ("Shut up bout the Cake Horn!") but it just proves my point:
Ron openly bullied Fez for show material, and bolstered others to as well, especially Shelby.
Trust me, I'm no Fez apologist. I hated what he became the last few shows, but Ron's constant torment couldn't have helped either.
