TL;DR: This is an official warning from Reddit that we are receiving too many copyright infringement notices about material posted to your community. We will be required to ban this community if you can't adequately address the problem.
First, some background.
Redditors aren't allowed to submit material that infringes someone else's copyrights. We (the Reddit admins) are required by law to process notices from people who say that material on Reddit violates their copyrights. The process is described in the DMCA section of the Reddit User Agreement. The law also requires us to issue bans in cases of repeat infringement. Sometimes a repeat infringement problem is limited to just one user and we ban just that person. Other times the problem pervades a whole community and we ban the community.
This is our formal warning about repeat infringement in this community. Over the past months we've had to remove material from the community in response to copyright notices 61 times. That's an unusually high number taking into account the community's size.
Every community is different, but here are some general suggestions.
Consider whether your community's rules encourage or tolerate infringing content, and revise if necessary to be more clear. Actively enforce your community's rules. If you need help, recruit more moderators to help. Remove any existing infringing content from your community so Reddit doesn't get new notices about past content.
If you can't adequately address the problem, we'll have to ban the community.

Fair use is pretty expansive. I find it almost impossible that this sub’s usage of other people’s images has ever constituted frank copyright infringement.
It’s not that there’s a real legal threat. It’s that it’s not worth Reddit’s time to adjudicate these matters. Same thing with YouTube. The common-law rule on any social media platform is anything taken from someone else is de facto infringing on copyright, should the originator choose to complain about it.

Including for topics where you've seen millions of better ones available. A lot of whether or not it’s copyright infringement is context-based, and has to do with why you are using the content, whether or not using the content was material to your endeavor or if you were just being lazy when you could have been not-lazy and used a different image etc. The reason Wikipedia uses images directly from photographers is because if they just let people do a Google image search and upload some picture of Angus Young (or whatever) from People magazine, People paid a photographer for that photo to enhance their publication. Wikipedia would just be taking it for free for the exact same reason People used it in the first place. That’s just being a lazy stealing fuck. But they can use the “Highway to Hell” album cover, because there’s no other way to illustrate that thing, and it’s a public piece of work that they have the right to identify and comment on.
Most of what this sub does probably does classify as commentary on public figures, and you don’t have to agree to or declare that you are a public figure in order to be one. Once Pat commented on a public forum about a public issue (the Norm thing) and then started engaging people on this subreddit using his social media platforms, he became a limited public figure. And probably every single instance of using his content can be defended as material to critiquing of him as a figure and the work he puts out. He wouldn’t agree, obviously, but part of fair use protects you when you’re using the work of someone you have an adversarial relationship with.

Generally, linking to (potentially) infringing material isn't allowed either once notified--that's basically what the DMCAs are for, they have to give you a chance to come into compliance most of the time. You also can't completely embed material within a post via a frame etc, even if it's hosted on his IG.
The best you can do is let people include a text hyperlink directly to where the content's legally hosted/licenses so they have to click through to the place to see the content being made fun of.
