I've dealt with a lot of victims of sexual assault before and they often take their struggles out on other equally vulnerable victims. Once an event happens the child's mind often stops developing sexually beyond the age of the incident and it's typical for them to stay attracted to people of that age as a result.

Anthony's father effectively coerced him into having sex at a very young age with a much older (quite likely unattractive to him) woman and since then he has been locked into that mindset. I firmly believe that this is why he has been continuously preying on young children and women who have the appearance of a 13 year old as that is when his mind was warped.
